Refresher Course Policy

APPROVAL:

Education Committee Chairperson: _________________________ Date: ____________

Section Chairperson: ____________________________________ Date: ____________

I. General

a. Scope
The San Diego Section sponsors refresher courses in various bodies of knowledge to assist members in preparing for the ASQ Certification Examinations. This policy applies to all refresher courses offered through the San Diego Section. If there is a conflict between the Section By-laws and any part of this policy, the Section By-Laws shall take precedence.

b. Review
This policy is subject to a periodic review by the Education Committee to verify the information as being current.

c. Responsibility
Authority for organizing, planning, scheduling, staffing, and conducting the refresher courses is delegated by the Education Committee to a Course Coordinator for each course. The purpose of the refresher course is both to prepare the student for the certification exam and to help an individual understand and remain current in the general body of knowledge.

Instructors, recruited and assigned by the Course Coordinator are responsible for the instructional content and methods used in each formal class meeting. An instructor may with the consent of the Course Coordinator, encourage development of instruction skills of other individuals by utilizing them as instructor's Aides. Guest speakers may also by used to supplement the content of the class.

The Education Committee is responsible for the quality of instruction in the refresher courses. This consists of reviewing the course plan, instruction lesson plans, instructor qualification and experience, tracking and reporting certification percentages, and analyzing student appraisals and by assigning course monitors when necessary to evaluate the effectiveness of the instruction.

d. Publicity
Announcements of the Refresher Courses are to be made at the San Diego Section monthly meeting, in the San Diego Section monthly newsletter, and other Section activities.

Referrals for information may be made to the Course Coordinator or to the Education Committee Chairperson. Publicity responsibility is coordinated by the Education Committee.

e. Course Budgets
Course fees and instructor compensation shall be set in advance by the Section Education Committee. All moneys collected are forwarded to the Section Treasurer with an attendance list.

The following Course fees are set as a guideline:

COURSE LENGTH FEE

  • CQMangr. 22 WEEKS $200.00

  • CQE 22 WEEKS $150.00

  • CQA 10 WEEKS $90.00

  • CMI 10 WEEKS $95.00

  • CQT 10 WEEKS $95.00

  • CRE 10 WEEKS $125.00

Instructor Fee is established by the Section Education Committee, up to $50.00 per instruction hour.
The course fee may be reduced, at the discretion of the Course Coordinator, upon written request by the student unable to obtain employer support and unable to afford the cost out-of-pocket.

With the permission of the Course Coordinator, students who pay the required course fee may retake the course, or any part there-of, without additional fee at a future offering, within one year. Fees will be returned to any student dropping out of the course before the end of the third scheduled class. The Education Committee and/or the Course Coordinator maintains a copy of all documentation.

The Education Committee will retain a record of the moneys submitted to the San Diego Section Treasurer. The money is deposited in a general fund defraying instructor fees and course expenses per the Education budget. At the end of the year the Education Committee shall allocate funds for the following year and submit the proposed allocations in the Education Committee's coming year budget to the Section Executive Committee. Examples of uses for the funds are: moneys to be used next year as buying books, instructors fees, awards, or other education use for the fund.

All instructor bills must be submitted and initialed by the Education Committee Chairperson and/or the Course coordinator before submission to the Treasurer.

If a sufficient number of students are not available to provide a break even results for a refresher course, the Education Committee will require the San Diego Section Executive Committee approval to conduct the course.

II. Student Requirements
There are no formal prerequisites for taking the refresher course. However, students with poor math background should consider a math course prior to the CQE or CRE refresher courses. ASQ has experience requirements for each individual certification, per the National Headquarters provided brochures.

III. Course Schedules
The refresher courses are scheduled to end prior to the examination dates in the brochures put out by ASQ Headquarters. It is the responsibility of the student to refer to the brochure for the test dates, application deadlines, application requirements and any other administrative requirements.

IV. New Membership Application
If a student signs up to be a new member, it is advised that a copy of the new member form be forwarded to the Section Membership Chairperson so that the individual may be added immediately to the Section Mailing List.

V. Refresher Course Development
Subject matter for each class is determined by analysis of the body of knowledge defined by ASQ, as published in the certification brochures.

A course outline is provided to students at the first class meeting, listing the instructor, topics of each class, and providing basic reading and problems assignments to be completed PRIOR to each class. Instructors may modify the assignment, in writing, one week prior to the scheduled class. Copies of the supplemental materials are generally provided a week in advance of scheduled class. Extra supplemental materials may be passed out at any time.

a. Course Initiation
The first class is used to educate students about the general certification program and its prerequisites. A pre- examination may be given to provide knowledge status at the beginners level to alleviate unrealistic expectations. ASQ materials (ASQ certification program brochures, membership applications, exam applications, and relevant information) are provided at the first class meeting.

The course outline and schedule are presented and reviewed along with any rules and regulations of the Host company.
Registration and collection of fees continues through the first three class meetings.

b. Course Completion
Prior to the final class meeting, a practice exam is given. The final class is a review of the final examination results. Those who obtain a passing result are rewarded a certificate of satisfactory completion of the course.

Those who attend classes, but do not obtain a passing grade on the final exam will be awarded a certificate of course completion.

c. Course Evaluation
Students are asked to evaluate the instruction received using the appraisal forms and a detailed survey form during and/or at the end of the Course. These forms are forwarded to the Education Committee Chairperson for Education Committee analysis after completing the course. In addition, the Education Committee Chairperson may assign Course Monitors to observe the instruction at selected class sessions to objectively evaluate the effectiveness of the instruction. A summary report of the results and recommendations is documented at the Section Education Committee Meeting.

Instructors are selected based on their specialized knowledge of the various subjects and their ability to teach. They must be ASQ Certified in the Body of Knowledge that they will teach or an instructor must demonstrate to the San Diego Section Education Committee that they are clearly qualified and have experience that exceeds ASQ Certification requirements. They should be enthusiastic about the Certification concept and be willing to generously share their experience and knowledge to help students gain certification status.

VIII. Classroom
Classroom facilities are normally provided by local companies, as arranged by the Course Coordinator, at no cost to the San Diego Section. Companies benefit by having the course available to their employees at their convenience, as well as public recognition of their support of the Section Education Program.

Class sites are normally arranged within the central region of San Diego (roughly, within a ten mile radius of the junction of I-5 and I-805). Remote sites will also be considered, provided the Host Company agrees to support the class to extent necessary to make it justifiable (minimum enrollment, mileage reimbursement for instructors, etc.).

IX. Recognition
Those members who obtain certification are invited to a scheduled dinner meeting, where they are individually recognized for their achievement.
